With AB 747 taking effect January 1, 2027, every registered California process server needs to figure out their GPS photo documentation setup before then. The good news: the gear side of this isn’t expensive or complicated. You probably already own something that works.

But “something that works” and “the best tool for the job” are different things. I’ve tested a range of options — apps, dedicated cameras, and body cams — and this is my honest breakdown of what’s worth buying and what to skip.


What Makes a Camera AB 747 Compliant?

Before we get into product recommendations, let’s be clear about what the law actually requires from a technical standpoint. AB 747 requires that your service attempt photos include:

  • GPS coordinates embedded in the image’s EXIF metadata
  • A timestamp — date and time — tied to the photo
  • Coordinates sufficient for street-level identification of the service location

The law does not specify a particular device, app, or camera brand. Any system that reliably embeds GPS coordinates and a timestamp into the photo file satisfies the requirement.

That said, there’s a practical layer on top of the legal minimum: documentation that’s easy to present in court and hard to dispute. The best setups burn the coordinates and timestamp visibly onto the photo as overlaid text, so anyone reading your proof of service — including a judge who has never heard of EXIF data — can immediately see the where and when. I treat visible burn-in as the real minimum for professional work.

The Key Technical Requirement: EXIF GPS Data

Every photo file has metadata attached to it — camera settings, date, time, and (if location services are enabled) GPS coordinates. This is called EXIF data. AB 747 essentially requires that your camera or app write complete GPS data into this field every time you shoot.

How to verify: take a test photo, then right-click the file on your computer → Properties → Details (Windows), or use a free tool like Jeffrey’s Exif Viewer. You should see latitude and longitude. If you don’t, your location settings are off or your app is stripping the data.

  • Reverse-geocoded address
  • Date and time
  • Compass bearing (optional, but useful for contested serves)
  • Custom text (great for case number or your company name)

GPS Map Camera is the most feature-complete option I’ve tested on Android. It generates a map thumbnail alongside your photo, shows coordinates and address, and gives you a timestamp. The interface is a bit cluttered compared to the iOS counterpart, but the output is solid.

What I like: If you’re already on Android and don’t want to switch ecosystems, this covers your compliance needs for almost no additional cost.

Honest tradeoffs: Android GPS accuracy varies considerably by device. A flagship Samsung or Google Pixel delivers tight coordinates; a budget Android phone might give you positioning that’s off by 30-50 meters. For process serving documentation, you want sub-10-meter accuracy. Test your specific device before relying on it.

Verdict: A legitimate compliant option, especially for process servers who want to keep equipment costs minimal. Know your device’s GPS accuracy limitations.


3. Ricoh WG-80 — Best Dedicated Camera

If you want a dedicated device for serve documentation — separate from your personal phone, built tough, with GPS built in — the Ricoh WG series (WG-70, WG-80) is the clear recommendation in this category.

The WG-80 is waterproof, shockproof, dustproof, and freezeproof. It has a built-in GPS chip that geotags every photo automatically, no app required. The image quality is middle-of-the-road for a 2026 camera — it’s a 16MP point-and-shoot, not a mirrorless — but for documentation purposes, it’s more than sufficient.

The camera also has a dedicated GPS indicator light and a separate stamp mode that can burn date/time text onto images. Pair the built-in GPS (for EXIF data) with the date stamp feature (for visible text) and you have a self-contained, law-compliant documentation device.

What I like: Nothing to configure on your phone. No app to launch. No location permissions to manage. You pick it up, it tags every photo, you’re done. It runs on AA batteries, which means no charging surprises in the field. It survives getting dropped in the rain.

4. Axon Body 3 — Best for High-Risk or Contested Serves

The Axon Body 3 is what a lot of law enforcement officers wear. It’s a body-worn camera system that records continuous video with GPS coordinates, timestamps, and other metadata embedded in every frame. It’s not designed for process servers — it’s designed for police — but it works extremely well for our purposes when documentation needs to be airtight.

For routine residential serves, this is overkill. But if you’re regularly serving contested matters, dealing with aggressive recipients, working in areas where liability could be an issue, or you’ve had proofs of service challenged before, the continuous video record plus GPS documentation is hard to beat.

The Axon system stores footage in Axon Evidence, their cloud platform, which is chain-of-custody compliant out of the box.

What I like: Nothing is more defensible than continuous video. You’re not just documenting where you were — you’re documenting everything that happened. The GPS data is embedded per-frame.

Honest tradeoffs: The cost is significant, and Axon Evidence requires an ongoing subscription ($120–$180/year for basic plans at last check). The device is also conspicuous — wearing a body cam changes the interaction dynamic on a serve. Some recipients will react strongly to it. Think carefully about whether you actually need this level of documentation.

Verdict: Not for everyone. If your practice involves high-conflict cases or you’ve been burned by challenged documentation before, this is worth considering. Otherwise, start with your phone.


5. GoPro Hero 13 Black — Best Action Camera Option

The GPS data from GoPro cameras embeds cleanly in EXIF on still photos. The companion GoPro app lets you pull that data and review it. Image quality is excellent — the wide-angle perspective can actually be useful for capturing the full scene (address, surroundings, and your position) in a single frame.

What I like: Durability is excellent. The wide-angle lens captures more context per photo than a standard smartphone. Battery life is solid with the Enduro battery. If you already own a GoPro for other purposes, you may already have a compliant documentation device.

Honest tradeoffs: The interface for photo-taking is clunkier than a phone or point-and-shoot. GoPros are optimized for video, and the still-photo workflow reflects that. There’s no visible timestamp overlay unless you use GoPro’s Quik app in post, which means you’ll need to rely on EXIF data alone (acceptable under the law, but less convenient in practice). For the price, most process servers would be better served by the Ricoh WG-80 or a phone setup.

Verdict: Best if you want a rugged, weather-resistant option with excellent image quality and already use the GoPro ecosystem. Not the most streamlined choice for someone starting from scratch.

My Recommendation

If you’re a solo process server or running a small operation, start with your existing iPhone or Android and add Timestamp Camera Pro. It costs almost nothing, takes ten minutes to set up, and produces documentation that’s fully compliant and easy to present.

If you want a dedicated work device that you don’t have to think about, the Ricoh WG-80 is worth the $200. It’s built for field use, handles weather, and geotags every photo automatically.

Save the body cam for contested serves or high-risk cases where video documentation earns its keep. The GoPro is a niche pick.

Whatever you choose, test it before January 2027. Take a photo, pull the EXIF data, confirm the GPS coordinates are there and accurate. Don’t assume — verify. Then build the habit of shooting every attempt, every time.
